salary survey

Labor certification application has been returned for raise of salary to meet the prevailing wage. My employer required my lawyer to pursue an independent salary survey to counteract labor department's prevailing rate problem. My lawyer hasn't done something like this before, anyone had this experience? Please share your insight. Thank you!!!!
