绿卡问题

我是公民，在加州，帮爸妈申请了绿卡，但我爸三年前回国了，我妈一直在美国。现在我爸想来美国，是申请探亲签证还是重新申请绿卡？我帮他申请还是我妈帮他申请？从可能性和时间长短来看，哪个更好？绿卡有福利，是不是绿卡更好？我爸已经超过65岁。多谢！
