申请移民，如何把 Fourth Preference 改成 First preference

男，未婚成年， 有美国公民父母和美国公民兄弟。已经有美国公民兄弟帮其申请移民，在排队中 --- Fourth Preference: Brothers and sisters of adult U.S. citizens, and their spouses and children.

如果改用美国公民父母申请移民 --- First preference: Unmarried, adult sons and daughters of U.S. Citizens, and their children. (Adult means 21 or older) 会快很多。

请问，这样的情况，是否可以改成公民父母申请移民， 如何改，填什么表。先谢谢各位专家。
