加急追问 File I-824 form or not?

又给USCIS打电话了，说可以用following-to-join benefit.然后他读到下文，说我需要提交I-824 form.

1.句子中说you may submit the following，我一定要提交I-824吗？刚才查了，filing fee is $405. 如果may表示不是必须的，就不想提交了。昨晚写了一个可以用following-to-join benefit的说明。感觉这个官员也是照本宣科，说以下所列的文件都需要。计划赶在费用涨价之前再发一次试试，用老公现有的文件：The copy of green card，I-140 approval notice，I-485 approval notice。
