现在填签证申请表希望父母能来美探亲，准备签证面试的时候一起提交I-407。签证申请表有个问题： 这里是填YES还是NO？我是准备填YES。需要先行FILE I-407吗？然后填NO？

-Say "No" because the IO will approve the I-407 first, then the visa application even if both forms are submitted at the same time.
