H-1B 5th year, Urgent!!!

From next year, my 5th year H-1B will start. Is it too late to apply Green Card? After I submit the application to Labour department, will I get some kind of EAD to let me work if my H-1B expired before I got it approved? If I will not get any work permission when my H-1B expired, is pending status can let me still work in the same company? Thank a lot for all your suggestion.
