B转F1的申请被拒，原因是旧I94过期日和开学日期之间超过一个月没有合法身份。我的申请是旧I94过期日之前发的，而且申请除理时间是在开学日期之后。所以直到申请除理时我都算是合法居留。应该没有理由再要求我保持 合法身份吧？
