-Your spouse needs to contact NVC to see whether the case has been received by NVC. If no, he needs to contact USCIS and ask USCIS to send it to NVC as soon as possisble. If yes, just wait for NVC to contact your husband. Please note that if USCIS does not send the I-824 to NVC, then you can not apply for the immigrant visa outside US.
