B转F1的申请最近被拒，原因是开学日期（2016年1月10日）距离旧I94过期日（2015年8月底）超过一个月。本来是想申请2015年8月份入学的（有证据），但是导师说I-539平均处理时间5个月以上（实际用了7个月），建议申请下个学期入学。能否就I-539实际处理时间太长file motion to reopen?

-I don't think you will win the motion to reopen (MTR). If you lose it, then your unlawful presence will be counted from the date your change of status (I-539) was denied, thus it will put you in big trouble. So, my suggestion is that you had better leave US as long as possible and get the F-1 visa in China to come back.

You can consult an immigration lawyer if you want to.
