原来申请的移民签证批准了但过期了，又重新申请了移民，一切重头申请。B2 签证刚刚顺利通过。准备五月份来美。

我的问题时：我可以可以告诉 USCIS 改成在美申请吗？递交I-130的时候我妈妈的地址在国内。

-Do nothing, and your mother can just file I-485. If NVC contact you later, then just reply to NVC that your mother has chosen to file I-485 within US, and ask NVC to stop processing the case there.
