如果开不出领养证明，但派出所提供出生证明，那我们决定不给养母办，只给生母办可以吗？

-Depends on whether you were "领养" following the Chinese Adotion Law or just were "寄养". If you were just "寄养", then you can sponsor your biological parents' green card, but not 养母. Otherwise, if you were "领养", then you can not sponsor your biological parent, but you can sponsor your 养母.
