USCIS for March, 2016 :  For Employment-Based Filings: You must use the Application Final Action Dates chart in the Department of State Visa .

for EB3: filling date is 5/1/2015, final action date is 6/1/2013.

所以只有I-140  priority date 早于6/1/2013的才能在这个三月份递交I-485申请，对不？

-No. You can file I-485 in this March if your EB-3 I-140 priority date is earlier than 5/1/2015, but USCIS will not approve your I-485 until your PD is earlier than the Final Action Date.
