A question for Teacher 8

My father got his immigration visa at Guang zhou a few months ago and will enter US early next week. I remember when we pass through custom at the airport in US, there are two lines: one for US citizen and Permenant residents, and one for non-immigrants. In my father's case, who line should he go through since he hasn't got his green card yet (but will very soon). Thanks a lot!
