1. NIW 申请的重点是在citation么？

-Not really. Citation is not very important compared to EB1.

2. -Yes, but you have to have J-1 waiver approval to be qualified for H-1B application.

-No. OPT does not need J-1 waiver, but you need to get J-1 waiver before you apply for H-1. So, start the J-1 waiver as soon as possible.
