-Yes. They had better abandon their green card at any one of the US Consulates in China, and then apply for the B-2 vis at the same time or later.

By the way, if they plan to apply for the B-2 visa and abandon the green card at the same time, they only need to make the appointment for the B-2 visa application, and then provide the green card abandment document (e.g. I-407 and the green card) and the B-2 visa application documents together to teh IO, not need to make a separate appointment for the green card abandonment.
