It states in the application guide and some Canadian Embassy websites under immigration section.

The form is for reporting any possible changes. If there is no change in address, you do not need to fill out the form. However, you need to inform them if your address is changed. Especially, for those who changed their residing counties bccause their case needs to be transfer to Canadian Embassy in corresponding countries accordingly.
