请教８老师，申请绿卡时，孩子必须在美国吗？

１）儿子正在报考大学，他本来想去国外读书，可是听朋友讲，我们申请绿卡时，如果要带上他，他必须在美国，有这个说法吗？

２）如果他去国外读书，节日，假期来美国需要办什么签证呢？
