我两年前帮哥哥递交了I-130申请，现在排期中。 现在父亲生大病，想叫哥哥来一趟。 请问

1）哥哥能申请探亲或者旅游签证吗？

-It should be fine.

如果能， 在填 D-160表时 “ Has anyone every filed an immigrant petition on your behalf with the United  States Citizenship and immigration servrcie"  YES  or NO?

-Say "Yes".

2）如果填yes, 被拒的可能行大吗？有医院医生的信和报告。

-He can explain it to the VO if asked that he has to wait for a long time (several years later) to apply for the immigration visa, and he will return to China after the short visit.
