8老师请进： 能帮哥哥申请探亲吗？

8老师，

我两年前帮哥哥递交了I-130申请，现在排期中。 现在父亲生大病，想叫哥哥来一趟。 请问

1）哥哥能申请探亲或者旅游签证吗？ 如果能， 在填 D-160表时 “ Has anyone every filed an immigrant petition on your behalf with the United  States Citizenship and immigration servrcie"  YES  or NO?

2）如果填yes, 被拒的可能行大吗？有医院医生的信和报告。
