L1申请绿卡19个月了没有审批信息？

8老师早上好：

我2013年L1签证来到美国，2014年4月份递交了140、485表格，但直到今日移民局一点动静都没有？？？？

律师、参议院都写信问过移民局，回复都是在PENGDING  中，拖了这么长时间了，请教下老师，究竟是怎么回事？？？？？？
