我父母的I-130批了，然后收到了NVC的welcome letter.
信上和网上都要求按这个顺序交材料
Step 1: Choose an agent
Step 2: Pay fees
Step 3: Submit visa application form
Step 4: Collect financial documents
Step 5: Collect supporting documents
Step 6: Submit documents to the NVC
做到step2 的时候，只让交了一笔120刀的费用。另外一笔没有激活，交不了。
-NVC should send you the IV fee invorce to pay the immigrant visa fee. If you have not receive it yet, ask NVC to send it to you. You can not do anything further befor youi pay the IV fee.
然后其他的都办不了了。visa application form也不知道怎么交。
那现在是不是要直接做step4-6呢？还是等到step2-3做好了再step4-6
