兄弟打算来美探亲，我帮他填了DS-160。 可他听人说，表上不可以说是他人代填的，否则，会拒签。

-Practically, don't think it is a problem unless your brother does not agree you to do it. The US Consulate will not check it, and they only care about whether you and your brother tell the truth for the visa application.
