-No. They can apply for the reentry permit anywhere within US.

加急回美证要有什么急事做理由吗？
-They had better explain why they need to leave US so urgent. 加急 request is just for USCIS to issue you the biometrics appointment a little fast, not make the reentry permit approved faster.

他们就是想回国住1-2年， 没什么紧急的事。

如果去加州当地移民局， 大约多久可以拿到回美 证？
-Case by case, but they can leave US after doing the fingerprinting.
