给我的信的标题是 FBI and STATE POLICE CERTIFICATE FOR VISA APPLICANT, 里面写着：

Once you have the required amount of fingerprints, you can then request the police certificates from the proper authorities. You are required to provide a National FBI police clearance certificate as well as police certificates for each individual state that you and your dependents have resided in for 6 months or more. ...

我觉得这是明白无误的要求两份无犯罪证明，难道其他的人不是这样要求吗？需要说明的是我是在来美国前在北京使馆递交的移民申请，这封信也是北京使馆给我寄来的，难道在中国申请和在美国申请的要求不同吗？谢谢解答！
