If your husband is living together with his parents, e.g. filing tax return together, then his father or mother (depends on who has enough income) needs to file I-864A together with your husband I-864. If no, then one of the parents needs to file I-864, and your spouse also needs to file a separate I-864 (no matter what, your husband has to file I-864).
