我觉得移民局不知道他要离开学校, 只要学校不汇报给移民局就没事吧? 等工作许可到了就安全了, 是这样吗? 谢谢.
-He is illegally present in US no matter whether he has the EAD or not and no matter whether he registers the school or not. But he can not work until he gets the EAD.

There is one spelling mistake in my above answer: it should be "He is legally present in US ....", not "He is illegally present in US ......."
