8老师，不太明白，什么是130priority date，什么是cutoff date？就是说要多等好几年是吗？
-For family based immigration petition, priority date (PD) is the date of the I-130 filing (you can find it in the I-130 approval notice). When I-130 is upgraded from F1 to F3, this PD will not change.

Cutoff date is in the Visa Bulletin every month for different immigration categories (e.g. family based: F1, F1A/B, F3, F4; Employment based: EB-1, EB-2, EB-3, etc.). From the cutoff date, you can find whether your priority date (PD) is current in a specific month. If your priority date is earlier than the cutoff date, then your PD is current, and thus you can file I-485 or apply for immigration visa in that month.
