The parent (I-130 sponsor) needs to write a letter to request USCIS to upgrade the I-130 from F1 to F3 category, thus the wife of the son can apply for the green card together with the son when the priority date is current. Provide the copy of the I-130 approval notice and the copy of the son's marriage certificate when requesting the I-130 upgrade.
