If your parents will visit US, they may just file I-485 within US to get their green card 3 months later after they enter US, not need to apply for the immigration visa in China. If so, you don't need to do anything with NVC, and just send a letter to NVC to ask them stop processing your parents' cases there (you can wait for your parents to enter US, then inform NVC about that).
