If your old B-2 I-94 has expired, it is possible USCIS will deny your F-1 status if you file it before your B-2 extension is approved. Also, I am not encourage you to change B-2 to F-1 within US because the VO does not like people to do that, and thus you may have trouble to get the F-1 visa in China if you visit China someday. So, you had better just go to China to get the F-1 visa to come back.
