SB-1 is very strict and I don't see he has any reason to be qualified for it. Another choice is that your parents may just abandon their green card, then apply for the B-2 visa to reenter US when your mother's health allows her to travel to US. Thus, if they want to get the green card again, you can sponsor them to do it all over again. The B-2 visa is valid for ten years now.
