请问各位老师关于DS-260的一些问题

F4亲属移民，主受益人填DS-260，准备近期预约签证；随从受益人目前在美国F1学生身份，目前不回国，准备申请OPT：

Children section: Is this child immigrating to the U.S. at a later date to join you?
                            YES or NO?
Social Security Number section: Do you want the Social Security Administration to issue a Social Security number and a card?
                                                   YES or NO? 
关于ssn这个，难道不是移民们都需要ssn吗？应该选yes吧？请老师们解释一下选yes和no都会带来什么问题。
