Thus, your H-1 status was automatically extended from the effective date of the new H-1 approval when the old H-1 I-94 expired (H-1b status continued when the old H-1 I-94 expired). So, you don't need to 出境激活.
For example, every year many F-1 students apply for the H-1b in April, and get the H-1 approved in May, Jun or July. The H-1b is effective on Oct. 1, so some students may visit their countries and come back in August or September using F-1 visa, and this does not affect the approval H-1b because the H-1b I-94 is effective after the students reenter US. But if the students come back to US after Oct.1 using F-1 visa, then the F-1 I-94 will override the H-1b I-94 based on the last action rule, and thus the H-1b status is invalid, so the students have to go outside US to get the H-1 visa to reenter US to activate the H-1 status.
