B-2 visa can be used to enter US for different purposes such as a "tourist for pleasure", etc. B-2 visa also can be used for "Visiting a U.S. physician to receive medical treatment", so it seems your mother in law applied for the B-2 visa to enter US for medical treatment purpose.

By the way, you had better check the I-94 duration online to see whether it is also one year.
