-No. Although technically you can file I-485 concurrently with the new I-140 filing which will recapture the priority date of the old I-140, but some USCIS officers normally may not accept your I-485. So, I suggest you to use premium processing to file the new I-140 and get it approved in 15 days after the PERM is approved, thus the new I-140 approval notice will show the old priority date and you can file I-485 without any problem.
