我现在可以拿着以前的那个1-20和这个I -797 转H4吗，好是需要和学校联系，
-Yes, just file I-539 now, and then  after you get the I-539 filing receipt, then inform your school about it because your school need to report it in SEVIS. You don't need to pay the tuition.

交了学费有了正式的i-20 才可以提交H4 的申请。另外 H1 已经批准了。
