为我弟办F4. 他太太跟前夫有一女，离婚后跟前夫。前夫基本不在家，女孩跟着祖父母，感觉好可怜，想让她跟我弟一家一起移民。我提过让我弟收养她，

Because your brother married the child's mother before the child turns 16, the child can be your brother's step-child to immigrant to US together with your brother and the child's mother (your sister-in-law) as long as the child is < 21 when your brother applies for the immigration visa. But the child needs to be under custody by the mother (your brother's wife) before she applies for the immigration visa.

可是我弟一家的经济条件也很差，加上其他问题，现在一个儿子都管不过来。好像收养手续也很麻烦，我弟和弟媳都是没有执行能力的人，我也不知道最后能不能办好收养。我的问题是，如果这女孩不被我弟正式收养，是不是也可以一起移民，按她是弟媳的女儿算？

女孩现在8岁多，排期2006年12月。我想她以后应该至少可以在她妈妈来了以后申请她，但是为了女孩的前途着想，还是想她越早来越好
