If your pending I-539 is denied and your illegal stay is less than 180 days from the date of your first I-539 denial after you deliver your baby, you may go to China to get the F-2 visa. Bring your I-539 receipt and denial notice, your baby birth certificate and the Dr. letter addressing that your health did not allow you to travel due to pregnancy and delivery, and explain this situation to the VO if asked.
