According to the guide for skilled worker, you must reside in a country for more than one year if you want to apply can.immgr. as that country's residents. BC is not considered as a region having special priviledge for immigration. Those regions are mainly tranditional farm region or very cold and less populate.

You need to have your degrees notarized. Plus, two copies of transcripts - one notarized copy and another copy is sealed in the school's envelops.
