-Depends on whether you are a Chinese citizen or US citizen, the adoption procedure is different. If you are a Chinese citizen (e.g. H-1 holder, green card holder, etc.), you just need to complete the adoption in China based on the Chinese Adoption law, so you need to contact the local Chinese Civil Department. But if you are a US citizen to adopt a child from China, the procedure is a little complicate, so you had better hire a immigration lawyer to help you.

办好领养手续后是否可以先让孩子以探亲的身份过来, 两年监护人后再办绿卡, 是这样的手续吗?
--Yes if you are a Chinese to adopt the child from China. No if you are a US citizen--the child can immigrate to US immediately after the adoption is complete in this case.
