请教8老师，应该先交130表还是先办B2签证

计划给哥哥办绿卡，但是不太清楚哪个顺序好一点。

1. 先交130，然后申请B2签证。在排期期间偶尔到美国来玩。
2. 先申请B2，等拿到以后再交130表。排期期间用10年有效的B2签证到美国来玩。

不知道这两个有没有区别。
