Your local police dept should provide you FBI fingerprinting card. You can also request the cards from FBI Criminal Justice Information Center at somewhere West Virginia. After you get fingerprinted, send the card to FBI CJIC in WV with the required processing fee (money order only). FBI will send it back to within 3-4 weeks. Then you send it to Canadian Immigration Processing Center.
PS: Talk to the police chief if your local police dept doesn't give you the FBI fingerprinting card. I did it because of the damn front desk guy. Good luck.
