大学研究工作年收入25000可否申请H1

Hi, everyone;

I just got an offer to work in a university as research associate. The problem is the money only 13 per hour, that means, the annual income about 25000. I heard the H1 application needs annually income should be above 40000. Can somebody give me some comments if my H1 application works with such low income?
