Please read the second link you cited carefully, and understand it correctly. This document clearly indicates only the J-1 or F-1 holder can use the valid I-94 to reenter US within 30 days from the adjacent islands or the contiguous territory. All other nonimmigrants only can use I-94 to reenter US from contiguous territory (Canada/Mexico), not from the adjacent islands.
