H1B exipre on Dec 8, 2015

when can i file my 7th year H1B extension?
-Any time between June 8, 2015 and December 8, 2015 if your PERM is still pending or approved.

 Do I just need a screen shot of my PERM showing it is in process?

If i go back home next year, can I choose not to recapture the date in my 7th year extension of my H1B
but to recapture in my 8th or 9th H1B extension?
-I do not understand your question. If you have an approved I-140, you can extend your H-1 for 3 years at one time beyond the 6 year limit; and if you only have an approved PERM filed for one year before your 6-year H-1 ends or PERM pending for > one year, you only can extend your H-1 for one year at one time.
