亲属移民问题

申请兄弟移民美国。收到确认地址的信已经两个多星期了，但国内的兄弟还没受到任何信件。
给NVC打电话一直打不通。
请大师们指教:
怎样和NVC联系？
是不是等国内方面也收到信件再付费？
信上没说付费的期限，有谁知道吗？
