公民为国内父母申请。AOS fee is paid. Just mailed the I-864. Should I submit the DS-260 now? Or should I wait because I haven't received any invoice for IV fee. Thank you.
-Wait for NVC to send you the IV fee invoice, and then file DS-260 online after you pay the fee.
