我朋友是公民，给母亲申请绿卡，已经一年多了，还没有批下来。

中间移民局有来信要求补件，主要是要证明受益人的身份，以及她与申请人的母女关系。作为回应，我朋友补充了两人的出生公证书，以及中国户口本的复印件。我朋友说没有或者是找不到她自己的出生证，所以当时只能办出生公证书。而且因为我朋友在中国的时候，户口已经从父母的户口本出去很久了，所以她跟母亲的户口本是分开的，而且各自的户口本上面没有另一方的名字。

今天她收到移民局的信（从三藩市寄出），NOTICE OF INTENT TO DENY，原因是提交的文件不足以证明母女关系。

现在我朋友紧急求救，要怎么样去继续这个申请呢？


是不是证明了母女关系就可以了？
-Yes. The case has not been denied yet at this point, so as long as she provide the proof, it ill be fine. If it is denied, her mother still can file I-290B motion to reopen.


要知道用什么文件或方法去证明这个母女关系呢？
-Because DNA test is very expensive, she may try to get the "母女关系公证书" from China (get the 证明 from the local Chinese Police Department and do the 公证 as they did for their 出生公证书) and provide it see whether it work. If not work, then may consider to do DNA test.

 有朋友说可以要求办DNA检测来证明母女关系，这个可行吗？
-Yes.
