申请妈妈来美一年多啦，没有进展。移民局来信问我是否还继续申请，我回信说是，
-Do you mean you filed I-130 for your mother to apply for immigration visa in China and the I-130 was approved?

然后移民局来信让我再交一笔$88 和另一笔 $230. 请教如果没批的话是不是每年都需要重新申请？重新交钱？谢谢。
-Normally it should not be a problem for your mother the immigration visa application as long as you have enough money to support her. If it is denied, then the case will be returned to USCIS for reconsideration and if USCIS still think the case is OK, then they will forward the case to the US Consulate for your mother to apply for the visa again and you don't need to pay the fee again. If USCIS think the US Consulate denial of the case is reasonable, then you have to do it over again and pay all the fee.
