刚刚开始为国内的妈妈申请绿卡，她情况稍微复杂一些：我爸爸曾经为国内的我和我妈妈申请绿卡，我和我妈妈在2006年的时候来美准备走完最后的手续拿绿卡，这时候我妈妈放弃了然后独自一人回国。之后她多次想来美探亲，但是都被签证官拒签，理由是她曾经申请过绿卡，不能再给她签b签证了，她只能重新去申请绿卡得到immigrant visa然后来美。所以我现在准备重新给妈妈申请绿卡。但是填130表的时候有一项是问Has your relative ever been under immigration proceedings？这个我是选yes还是选rescission呢？
-Say "No". "Under proceedings means deportation by immigration court due to violation of immigration law, and that is not your mother's case.

如果选yes,那么where and when我该怎么填呢？是填我妈妈上次来美办理绿卡的时间和地点吗？还是我爸爸为她申请绿卡的时间和地点呢？
第二，由于妈妈人在国内所以她申请绿卡走的是consular processing,但是我看uscis.gov上面解释consular processing整个过程都没有提到要填写485表，只要填个130表然后面签过了之后同时拿到immigrant visa number就可以来美国等着收绿卡了，我的理解是对的吗？
-Not need to file I-485. Just file I-130 and after I-130 approval, USCIS will forward the case to NVC for processing. NVC will contact you later and you just follow the NVC instructions to do what they ask you to do.
